Plug-In Solar in Iowa

No plug-in solar law exists in Iowa. Utility rules for interconnection and billing still apply, because a 2026 bill on 1,200 W kits never got out of the House Commerce Committee.

In Iowa, get your electric utility's approval before you connect, and pick an inverter that is listed under UL 1741 with anti-islanding, or under UL 3700.

Iowa Plug-In Bills

  • The 2026 bill HF 2046 covers solar generation devices for portable use up to 1,200 W, UL or NRTL certified. They would require no interconnection, utility approval, or utility fee, and would not qualify for net metering. Introduced on 14 Jan 2026 and sent to House Commerce, it saw no further action. It died on 3 May 2026, when the 91st General Assembly adjourned. Bill details

Today's Rule in Iowa

Hooking up rules: the Iowa Utilities Commission sets them in 199 IAC chapter 45, and they cover MidAmerican customers and Interstate Power and Light customers. Inverter systems with lab certification, up to 20 kW, get Level 1 review. You pay a $125 application fee, and a witness test costs up to $125 more. Proof of liability insurance is needed, and homeowner's insurance counts. Customers of co-ops and city utilities should check the forms of their own utility.

Net metering: under Iowa Code 476.49, MidAmerican and IPL have to offer either net billing or the inflow-outflow option. Inflow-outflow billing gives exports a dollar credit, based on the retail volumetric rate, and the credit continues while no value of solar rate is set. Net billing pays for leftover kWh each year at avoided cost, and part of it goes to a low-income energy program.

  • Iowa's main source of electricity is wind. In 2024, the average home paid 13.40 cents for each kWh.
  • Iowa's solar credit rules can shift: the trigger for a value of solar rate study is statewide customer solar reaching 5% (the latest data put it at 3.90%) or a utility asking after 1 Jul 2027.
  • Under HF 2046, a utility would not be liable for damage or injury its customer's kit causes.

Iowa: Your Next Steps

  1. In Des Moines, about 560 kWh a year comes from a 400 W kit, and about 1,681 kWh from a 1,200 W kit. Pick a size and run your own.
  2. Keep an eye on HF 2046 in the next session. Should the bill pass, you may no longer need that approval step.
