Plug-In Solar in Arizona
No plug-in solar law exists in Arizona. Utilities objected, and two 2026 bills died in committee, so the usual utility interconnection rules are still in force.

Arizona Plug-In Bills
- Within the Senate, SB 1606 (2026) was introduced on 3 Feb 2026. The bill had a 1,200 W limit, with no utility approval or fee, but no committee vote was taken, and it died there. View bill
- HB 2843 (2026): Companion measure in the House. The chair of the House Natural Resources, Energy and Water committee blocked a vote in Feb 2026, so the bill died in committee. Bill page
Today's Rule in Arizona
ACC rules under A.A.C. require every grid-tied solar installation to complete the utility interconnection process. The R14-2-2601 et seq. provisions qualify inverter systems of 20 kW or less for Super Fast Track review when their equipment is certified. Salt River Project sets its own rules, as do city utilities.
Since the January 2017 ACC decision, classic net metering hasn't been offered to new customers. Their exported power earns credit at the applicable export rate. In Feb 2026, those rates were APS 6.171 cents/kWh, TEP 5.13 cents/kWh, and UNS 6.12 cents/kWh. From 1 Oct 2026, TEP 4.62 cents applies.

What to Know in Arizona
- You get only about 5 to 6 cents per kWh for power you export. The average home price in 2024 was 14.91 cents per kWh, so plug-in kits pay off best when you consume the power yourself.
- Outside the Arizona Corporation Commission, Salt River Project is public power and the second largest seller of power. The customers it serves follow SRP's own solar rules.
Are you renting, or is this for a balcony?
Mount decisions belong to your landlord or HOA, while your electric utility makes the hookup decision. See solar for apartments and balcony solar.

- Follow SB 1606 in the session after this one. If it passes, the approval step may no longer apply.
