Florida's Rule as of Today
Hooking up: at investor-owned utilities, Florida PSC Rule 25-6.065 covers renewable generation owned by customers. Tier 1 is 10 kW or less, and customers in Tier 1 may not be charged extra fees; application fees are among them. Before parallel operation, the Standard Interconnection Agreement requires a local code inspection and approval, and the customer must give the utility at least 10 days notice before placing equipment in service for the first time.
Net metering: Every investor-owned utility has to let these systems net meter. Excess energy gets credited toward the next month's bill, credits carry over for up to twelve months, and the utility pays out unused credits at its COG-1 as-available energy rate.
